Please be advised that since October 5, 2015, when the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana ordered British Petroleum to deposit $20.8 billion in the US Treasury,
there have been false, defamatory, inflammatory records
fabricated against me at the local, county, state, and federal levels.

Why? Because I played an important role in causing the $20.8 billion fine.

But every word on this website is true!

This website is my signed formal report to federal law enforcement and to the public of crimes done to this federal employee, to my family and against my country.

I, Franklin D. Shaffer, am the author of every word on this website. Since this website is a formal signed report to the FBI, under Title 18 of United States Code, Section 1001, if I make any “false, fictitious, or fraudulent statements” on this website, the penalty is up to eight years in a federal prison.

By my oath to our federal government, by my oath to our Constitution, by my USDOE badge, and by my signature, I swear that every word on this website is true to the best of my knowledge.

Below is the oath I took when I entered federal service
and got the credentialed badge shown below.

“I, Franklin D. Shaffer, do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.”

In January of 2021, I reminded the USDOE National Nuclear Security Administration (NNSA) about one of the state secrets the USDOE had trusted me with for almost 30 years.   The reason I contacted the NNSA was to ask for help, because in 2018, I had been violently attacked by a mob of federal employees at USDOE National Energy Technology Laboratory (NETL).  

Instead of helping me, the NNSA sent armed FBI agents wearing body armor to my dump apartment in Newark Ohio to tell me not to say another word about our proliferation of nuclear weapons technologies into Pakistan.   I had not said one word about that to anyone for almost 30 years.   One of the FBI Agents was Lisa Brown, Violent Crimes Task Force, Special Investigative Unit.

I told Agent Brown that in 2018, NETL Chief Counsel Susan E. Malie
“had me hunted like an animal at the NETL.”

I told Agent Brown that NETL Chief Counsel Susan E. Malie (former Pittsburgh City Solicitor) and common pleas Judge Hugh F. McGough (former Solicitor for the Pittsburgh Police Citizen Review Board) were fabricating false records about me that would incite others to imprison me or kill me. They were committing felony crimes against me in retaliation for my work as a civil rights activist in Pittsburgh for 30 years, and in the theft of my intellectual property, namely, my US Patent 8,391,552, by disguising it as a non-patented “open source” technology they call NETL Tracker.

I told Agent Brown that I wanted an FBI Polygraph Examiner to question me under oath.   Last I heard from Agent Brown was in 2021. She told me she was “working on it.”   Would someone please ask her to work a little faster!

I’ve been waiting now for four years!

I am an hour’s drive from the nearest FBI Field Office.  
Just tell me when to show up for the polygraph exam.

There is only one instance of what could be misconstrued as an embellishment of the truth on my website: that I drew an atom in Nobel Laureate Secretary of Energy Steven Chu’s hand.   I did this to show that Sec Chu was explaining to us how he won a Nobel Prize for capturing and levitating an atom between coherent laser beams.

I am seated in this photo. My friend and colleague of 25 years, NETL Director Dr. Anthony V. Cugini, is on the right. On January 8, 2014, Anthony was found dead in a barren woodland near the Pittsburgh site of the NETL. He was a victim of workplace mobbing by the Law Department of the NETL.   I am also a victim of workplace mobbing by the Law Department at the NETL.

The lead perpetrator was NETL Chief Counsel Susan E. Malie.
