MY OATH OF TRUTH TO LAW ENFORCEMENT AND THE PUBLIC
THAT EVERYTHING ON THIS WEBSITE IS TRUE

On October 5, 2015, the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana ordered British Petroleum to deposit $20.8 billion in the US Treasury.

It is the largest single fine of a single entity in US history.

Those funds went to the fifty million people
of five Gulf states to recover and rebuild.
I played an important role in causing the $20.8 billion fine.

I was immediately attacked after the $20.8 billion fine was ordered.

I have now been under retaliatory color-of-law attacks for ten years.

There have been false, defamatory, inflammatory records
fabricated against me at the local, county, state, and federal levels. For example, Magistrate Ronald Arnoni created Docket FD-16-00031 informing the public that I assaulted my wife and autistic daughter with “weapons submitted attached sealed.”  NETL Chief Counsel Susan E. Malie, former City Solicitor of Pittsburgh, produced a letter saying that I am a State Terrorist.

This is my Oath of Truth to law enforcement and the public
that everything on this website is true

I, Franklin D. Shaffer, am the author of every word on this website.

Under Title 18 of United States Code, Section 1001, if I make any “false, fictitious, or fraudulent statements” to federal investigators or federal law enforcement, the penalty is up to eight years in a federal prison. 

By my oath to our federal government, by my oath to our Constitution, by my USDOE badge and credentials, and by my signature,

I solemnly swear that every word on this website is true.

There is only one instance of what could be misconstrued as an embellishment of the truth on my website: that I drew an atom in the hand of Nobel Laureate Secretary of Energy Dr. Steven Chu in the photo below on the right.   I did this to i llustrate that Secr etary of Energy Dr. Steven Chu was explaining to us how he won a Nobel Prize in Physics for inventing a way to capture and levitate an atom between b eams coherent laser light.

FUN FACT:   Alfred Nobel was an engineer who made his fortune from his invention of and patent for Dynamite, an explosive made using nitroglycerin

This page is in honor and memory of my friend and colleague of 25 years,
NETL Director Dr. Anthony V. Cugini.
Anthony was a devout Roman Catholic.

On January 8, 2014, Anthony committed suicide in a barren woodland near the Pittsburgh site of the NETL. I believe he was a victim of weaponized “workplace mobbing” by NETL Chief Counsel Susan E. Malie
and the NETL Law Department.
