His two sons, Harley Jr and Danny, became attorneys.  Danny graduated from Harvard in 1975 and Georgetown Law in 1978.  He is now representing special needs seniors.

Harley O. “Buckey” Staggers Jr graduated from Harvard in 1974 with another student named Merrick Garland. 

Harley Jr would become The Honorable Attorney Congressman Harley O. Staggers Jr.  He served on the House Judiciary Committee from 1983 to 1993. 

As we all know, Merrick Garland is now
The Honorable Attorney General of the United States.

I, my brother, and my sister were born in Morgantown, WV.

Both of my parents were children of coal miners in West Virginia, the poorest state in the United States.  During the Great Depression their families were starving.

They were saved by The New Deal of Franklin D. Roosevelt. 

After seeing the power of our federal government to do good, both of my parents dedicated their lives to teaching high school and college students about the history of our country, our democracy, our federal government,
and our Constitutional rights. 
(And they named their first-born son Franklin D.)

LIVED TO MAKE THE WORLD A BETTER PLACE

They raised me and my brother to get as much education in the sciences
as we could -- then to serve our country as federal employees.

ABOUT MY BROTHER’S SERVICE AS A FEDERAL EMPLOYEE

For his education in the sciences, my little brother, Douglas Neale Shaffer, earned a Medical Degree,a Pharmacy Degree, and a Master of Science Degree in Hospital Administration.

He entered service to our country as a federal employee with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta. 

In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) program. 

To implement the PEPFAR program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

Doug is now the Associate Director of the
US FDA Office of Global Policy and Strategy.

The US Food and Drug Administration is the largest and most powerful regulatory agency in the world.

ABOUT MY SERVICE AS A FEDERAL EMPLOYEE

For my education in the sciences, I earned Bachelor of Science andMaster of Science Degrees in Mechanical Engineering. 

In 1986, I entered service to our country as a federal employee with the United States Department of Energy.

In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ) an imaging technology to visualize and measure the flow of blood cells in artificial hearts and lungs.   The invention was made possible by my access to nuclear weapons technologies from the US and UK’s premier nuclear weapons labs.

Patent 5,333,044 has now saved thousands of lives.

In 2010, I was on the lead team responding to the most dangerous environmental threat our country has faced since we declared independence from the British in 1776:  crude oil discharging into the Gulf of Mexico 5000 feet deep below British Petroleum’s exploded Deepwater Horizon oil rig. 

I played an important role in stopping the damage being done to 1000 miles of US shoreline of five Gulf states .  Another flow imaging technology I invented and patented (US Patent 8,391,552) was a critically important tool I used.  Independent experts reviewed US 8,391,552 and found it to be “something the petrochemical industry had sought for 50 years. ”

Then, with the first woman to be the Director of the US Geological Survey since it was founded in 1879, Dr. Marcia McNutt, I co-authored the definitive review of how much crude oil was discharged into the Gulf of Mexico:

It is one of the most important and most-cited

We published our paper in the Proceedings of the National Academy of Sciences .  Dr. McNutt is now the first woman to be the President of the National Academy of Sciences since it was founded by Abraham Lincoln in 1863.

On June 14, 2010, at 6:30 PM, I was alone with Secretary of Energy Nobel Laureate Dr. Steven Chu in his office at the DOE HQ Forrestal Building.  
DOI Secretary Salazar and USGS Director McNutt arrived at 7:00 PM. 

We had a conference call with the Directors of the DOE National Laboratories. 
We then met with the White House Communications Team and the Flow Rate Technical Group to help prepare President Obama’s first Oval Office Address.

On June 15, 2010, the first African American to be President of the United States gave his first  Oval Office Address to the Nation.  It was about our work to stop the most dangerous environmental threat our country has faced.

“Make no mistake. We will fight this with everything we’ve got for as long as it takes. We will make BP pay for the damage their company has caused, and we will do whatever is necessary to help the Gulf Coast and its people recover from this tragedy.  Because there has never been a leak of this size, at this depth, stopping it has tested the limits of human technology.  That's why I assembled a team of our nation's best scientists and engineers to tackle this challenge…”

In 2013, I was the given the responsibility and $1.5 million in funding to develop the technology to prevent another prolonged deep sea oil leak .  This included the large-scale experiments with JP5 Jet Fuel at the OHMSETT facility inside Naval Weapons Station Earle .

FOUNDING THE 15TH NATIONAL LABORATORY OF THE UNITED STATES

I am one of the founders of the 15th National Laboratory of the United States,
the USDOE National Energy Technology Laboratory (NETL).

In the early 1990’s, Senator Robert Byrd (D-WV) was planning to close the DOE Pittsburgh Energy Technology Center and move the work to the DOE Morgantown Energy Technology Center in WV.  Senator Byrd was Chair of the Senate Appropriations Committee, Senate Majority Leader and Senate Pro Tempore.  He could move a Technology Center with the stroke of his pen.  With a stroke of his pen, he moved the FBI Fingerprint Center and its 3000 employees from Washington DC to Clarksburg WV.

In 1992, I met with the Honorable Attorney Congressman Harley O. Staggers Jr in the Democratic Cloakroom of the House Judiciary Committee while the Judiciary was in session.  We discussed merging the Morgantown Energy Technology Center and the Pittsburgh Energy Technology Center, instead of closing the Pittsburgh Energy Technology Center.

In 1997, the Morgantown and Pittsburgh Energy Technology Centers were merged to form the 15th National Laboratory of the United States: The National Energy Technology Laboratory.  The 535 federal employees of both Centers chose me to represent them during the merger.

My father-in-law and mentor for ten years, Navy Chaplain Richard Black.  He was in Chon Thien in 1967 during some of the fiercest combat in Vietnam.  He went in with US Marines on the vanguard armed with an M16.  When a Marine was wounded, he put down his M16, administered first aid, then pulled a 3” bible out of his pocket, and told the Marine whatever he needed to hear.  In one year, 1419 US Marines were killed and 9000 wounded in Con Thien.  Marines called Chon Thien “Hell on the Hill of Angels.” Click here to watch his prayer and exhortation to ‘sacrificial military service” at the dedication of the Joe Kittinger Memorial.   Kittinger was a POW in the cell beside John McCain at the infamous Hanoi Hilton.

It was sent to me by DOE General Counsel Scott Blake Harris.
The Discovery was ordered by The Honorable US District Court Judge
Carl J. Barbier, US District Court for Eastern Louisiana.

The first task required to stop the damage being done to New Orleans, Key West, and the 1000 miles of US shoreline between them, was to produce an accurate official measure of the flow rate of crude oil discharging into the Gulf of Mexico.

An accurate official measure of the flow rate
was needed to design a capping system to stop the leak.

It was also needed to determine the level of response:
the number of ships, planes, responders, miles of boom, tons of dispersant, etc.

It would later determine the amount of funds that would go
to the people of five Gulf coast states to recover and rebuild.

I produced the first accurate official measure of the flow rate.

PATENT 8,391,552: A BREAKTHROUGH IN THE VISUALIZATION AND MEASUREMENT OF PARTICLE MOTION IN DENSE PARTICLE FLOWS

In 2008, I invented a particle flow imaging technology to visualize and measure flow fields inside dense particle flows, including petrochemical processing units.

In 2013, the United States Patent & Trademark Office
protected the technology I invented with United States Patent 8,391,552

Independent experts reviewed the technology of 8,391,552 and found it to be
“a huge breakthrough” and
“ something the petrochemical industry had sought for 50 years. ” 

While working with Distinguished Professor of Bioengineering Dr. Harvey Borovetz   in my Particle Flow Research Lab , I invented and patented  an imaging technology to see the flow of blood cells inside artificial hearts and lungs: US Patent 5,333,044 . The technology of Patent 5,333,044 has now saved thousands of lives.

THE ATTACKS

The $20.8 billion dollar fine was ordered on October 5, 2015.  The attacks began immediately.  The first violent attack on me was on October 30, 2015.  I have now been under attack for more than 3000 days – more than eight years!  The attacks continue to this day.  There have been so many attackers, they appear to me
