THE PROLIFERATION OF NUCLEAR WEAPONS TECHNOLOGIES
FROM LOS ALAMOS INTO PAKISTAN
AS TOLD TO ME BY MICHAEL CEM GOKAY

The information on this page about the proliferation into Pakistan was told to me on October 23, 1993, by Michael Cem Gokay.  We were flying to Munich to give seminars at the Headquarters of Laser 2000 GmbH.  Our trip was sponsored by Roger Lewis. 

Our seminars were on high-speed flow visualization using Atomic Vapor Lasers (copper vapor lasers) built by Cem and ultra high-speed cameras built by Sid Nebeker ofthe Cordin Scientific Imaging Company.  My presentations were on the application of Atomic Vapor Lasers and high-speed cameras for the visualization of particles flowing through power plants and the visualization of the flow of blood cells in artificial hearts and lungs using the technology of my US Patent 5,333,044.

Cem was sitting beside me on the flight to Munich.  He had a briefcase with him. When the plane’s intercom announced that

“We have left the territorial airspace of the United States
and are now in international airspace,”

Cem told me what he had in his briefcase: plans from Los Alamos to build nuclear weapons.He asked me if I’d like to see them.

Atomic Vapor Lasers (copper-vapor or gold-vapor lasers) are used to “pump” tunable dye lasers to extract the fissile U-235 isotope of uranium using the Atomic Vapor Laser Isotope Separation (AVLIS) process.  The U-235 isotope is a key component of nuclear weapons.

Cem told me he’d built two hundred Atomic Vapor Lasers for Los Alamos to enrich uranium using the AVLIS process.  He then told me that he’d changed our plans because he needed to fly on to Pakistan for a couple days because Pakistan

The next day, Sunday October 24, 1993, I took a taxi to the US Embassy Consulate in Munich to report what Cem had told me.  The Consulate was closed.

I had the taxi take me back to the Hotel Königer where I and Cem were staying. 

I was alone because Cem was in Pakistan.

Giving the seminar with us was Sid Nebeker of the Cordin Scientific Imaging Company in Salt Lake City, Utah.  Cordin makes the world’s fastest and best high-speed cameras.  Berlin Brixner (of what would later become the Cordin Scientific Imaging Company) built a high-speed rotating mirror camera that was crucial in the development of the first nuclear weapon: “The Fat Man” nuclear bomb produced by The Manhattan Project.

The Atomic Vapor Laser Cem built for me

In 1989, long before our trip to Munich, Cem built an Atomic Vapor Laser for me.  It is shown below in my Particle Flow Analysis Laboratory at the Pittsburgh site of what is now the USDOE National Energy Technology Laboratory. In 1993 it was the DOE Pittsburgh Energy Technology Center.

Cem could have been lying to me, but I tend to believe him because:

1.   He had never lied to me before.
2.   On January 21, 2021, I informed the NNSA that hard drives went missing from my house when it was raided by a SWAT team. The NNSA sent FBI Agents to my apartment in Newark Ohio to tell me not to say another word about Pakistan.  One of the FBI Agents was Lisa Brown, Violent Crimes Task Force, Special Investigative Unit:
    
3.   On June 16, 2021, I filed an EEO Complaint against NETL Chief Counsel Susan E. Malie for retaliating against me for filing lawsuits against her when she was the City Solicitor of Pittsburgh.  Even though my complaint had absolutely nothing to do with anything nuclear (it was entirely within the fossil energy branch of the DOE), the NNSA took over my complaint and sent NNSA EEO Counselors Bonnie Baisden and Orlando Sepulveda to handle it.

ON THE RECKLESS RELEASE OF STATE SECRETS
ABOUT THE PROLIFERATION, PROPOSED USE, AND ACTUAL USE OF NUCLEAR WEAPONS BY THE MAGISTRATE OF BETHEL PARK RONALD ARNONI

I had silently kept these secrets safe since October 23, 1993.  On January 21 of 2021, I notified the NNSA that hard drives with state secrets had disappeared from my house at 2786 Tischler Road, Bethel Park, PA, 15102 when a police SWAT team raided my house, without cause, on January 18, 2019. 

The SWAT raid, ordered by the Magistrate of Bethel Park Ronald Arnoni, was in retaliation for my work as a civil rights activist in Pittsburgh for thirty years.  

Hard drives also disappeared when my RV was stolen from me under color-of-law by Magistrate Arnoni, common pleas Judge Hugh F. McGough, and Allegheny County Solicitor Luke C. Kelly -- again, in retaliation for my work as a civil rights activist in Pittsburgh. 

All of the hard drives had labels stating “Property of US Government.”  The hard drives had backups of my DOE files going back to 1988.  Some of the documents included other state secrets and other sensitive information.

Magistrate Arnoni’s search warrant said the SWAT team needed to check my gas furnace to make sure I was warm.  I lived in a solar heated house. 

During the SWAT raid, I fled into Amish Country Ohio to escape and try to hide. While I was fleeing, the police searched my entire house, then trashed my house and left the front door wide open.  I learned of this when Allegheny County Solicitor Luke C. Kelly blamed me for doing that – but I was not there.

Below is some background information about the history of the development of nuclear weapons by two religious archenemies: India and Pakistan.

On May 11 and May 13 of 1998, India detonated five nuclear weapons.  It was the only the second time India detonated a nuclear weapon.  The first was fifty years ago, on May 18, 1974, a festival day celebrating the birth of Gautama Buddha. It was code-named by India’s Ministry of External Affairs as “Smiling Buddha.”

The first was a high-yield fusion weapon and the remaining four were fission weapons.  The tests were called Operation Pokhran-II Shakti and the five nuclear weapons were designated as Shakti-I through Shakti-V.

PAKISTAN’S OPERATION CHAGAI-I

On May 28, 1998, seventeen days after India’s Operation Pokhran-II Shakti,Pakistan detonated five nuclear weapons in response. The detonations were code named Operation Chagai-I .

On May 30, 1998, Pakistan detonated another nuclear weapon for observation by the Prime Minister of Pakistan Muhammed Nawaz Sharif and A.Q. Khan.  A.Q. Khan, with secret help (according to Cem) from the USDOE Los Alamos National Laboratory, led the development of Pakistan’s nuclear weapons program.

I’m from a small town, Keyser, in WV. My family was close with the family of Harley O. Staggers Sr. He was born in Keyser in 1907, the 9th of 15 children.  During WWII, he saw action as a US Navy flight navigator in both the Atlantic and Pacific.  After returning home to Keyser, with some help from President Harry Truman, he was elected to the United States Congress in 1948.  From 1967 through 1981, Congressman Staggers Sr was the Chair of the House Committee on Energy and Commerce.

In 1967, Congressman Staggers Sr had my father, Dr. Dallas B. Shaffer, hired as Professor of US History and Chair of the Social Sciences Department at Potomac State College in Keyser, WV.   Congressman Staggers Sr, as the Chair of the House Committee on Energy and Commerce, was responsible for passing legislation governing atomic energy in the United States.

In 1795, George Washington selected Alexander Hamilton to serve as our country’s First Secretary of the Treasury (from 1789 to 1801).   Benjamin Goodhue served as the first Chair of what is now the House Committee on Energy and Commerce.   Hamilton and Goodhue were members of The Federalist Party, the first political party in the United States.   George Washington was broadly sympathetic to the Federalist program, but he remained officially non-partisan during his entire presidency.

Goodhue was born in Salem in 1748 as a subject of the British Empire’s colony of Massachusetts. When the House Committee on Energy and Commerce was established in 1795, it was called the Committee on Commerce and Manufactures.   The Committee regulates commerce between states of the United States, and between the United States and foreign countries.

August 7, 1998, seventy-one (71) days after Operation Chagai-I, Osama bin Laden and Ayman al-Zawahiri sent Al-Qua’ida suicide bombers to simultaneously blow up two US Embassies: one in Nairobi, Kenya, and the other in Dar es Salaam, Tanzania.  More than 200 were killed and 5000 wounded. They nearly killed my brother, Dr. Douglas N. Shaffer, MD.  He worked out of the US Embassy in Nairobi.  He was in Eldoret, Kenya, on that day. He’s now the FDA Associate Director of Global Policy and Strategy.

He was in office on-and-off from 1990 through 2017 

In 1990, Nawaz was appointed as the head of the conservative Islami Jamhuri Ittihad.  He later became the Leader of the Pakistan Muslim Party.

Dr Abdul Qadeer “A.Q.” Khan, known as the “Father of Pakistan’s nuclear weapons program.”  An infamous proliferator of nuclear weapons technologies. He died from COVID in Islamabad Pakistan on October 10, 2021. President Clinton called A.Q. Khan “more dangerous than Osama bin Laden.

After 911, Pakistan hid Osama bin Laden for years. On May 2, 2011, Navy Seal Team Six risked their lives to sneak into Pakistan, land their helicopters inside bin Laden luxury compound in Abbottabad, then extract bin Laden

In the early 1990’s, Iran began enriching uranium using the AVLIS process at Iran’s Lashkar Ab’ad laboratory (and who really knows where else?)

In 1994 I was giving seminars on the civilian use of Atomic Vapor Lasers at the University of Göttingen and throughout Germany.

FUN FACT: Robert Oppenheimer earned his PhD in Quantum Physics at the University of Göttingen.

OTHER MILITARY APPLICATIONS
OF CEM’S ATOMIC VAPOR LASERS

Other military applications of Atomic Vapor Lasers include the use as target pointers in military helicopters.  Cem built miniturized Atomic Vapor Lasers to fly on our military helicopters. 

Illuminating (“lighting up”) a target with an Atomic Vapor Laser produces four distinct frequencies for incoming missiles to lock onto:  a 10 kHz pulse rate; 200 MHz from the 50 nanosecond pulse width; and the visible wavelengths of 511 nm (green) and 578 nm (yellow). 

The green and yellow colors reflecting off of a target can be easily seen by the helicopter crew as they light up the target.  The 10 kHz and 200 mHz signals are not visible to the crew -- but are easily locked onto by an incoming missile.

Cem also used Atomic Vapor Lasers to visualize of flow of erosive sand particles  over the blades of military helicopters.  Over time, the sand particles will erode and destroy the helicopter blades.  When one of our military helicopters attempts to land in a desert area, as the helicopter descends to about 100 feet above the ground, sand particles can be vacuumed into the the helicopter’s turbines. Sand particles are also vacummed  into the downflow from the helicopter’s blades.  Both together can cause an instant loss of lift.  The helicopter will then free fall onto the desert causing the helicopter to be destroyed -- and causing serious injuries or fatalities to the crew of helicopter.

Because Atomic Vapor Lasers are a technology used to develop nuclear weapons, and because mine was built by engineers who built them for Los Alamos, my procurement of an AVL had to be approved by the Fifth Secretary of Energy John S. Herrington, former Assistant Secretary of the Navy.  In 1992, the Sixth Secretary of Energy Four Star Admiral James D. Watkins,
visited my lab to see my work with the Atomic Vapor Laser.

Admiral Watkins was a protégé of Admiral Hyman G. Rickover.

Rickover is known as the “Father of the Nuclear Navy.”

Admiral Watkins was given the keys to the world’s first nuclear powered surface combatant, the USS   Long Beach.   The USS   Long Beach was a   nuclear-powered   guided missile cruiser .

During the Vietnam War, when VC were foolish enough to fire on US Navy ships in the Gulf of Tonken, Admiral Watkens was the Executive Officer on the US Long Beach.   He downed five Russion MIG’s.   One was 80 miles away. At that time it was the longest bullseye in US Navy history

I used my Atomic Vapor Laser for the following applications:

• Visualization and measurement of the flow of blood cells through artificial hearts and lungs using the technology of my US Patent 5,333,044 .
• Particle flow through heat-exchanger tube banks of power plants.
• Visualization of the flow of blood cells through high-speed autotransfusion centrifuges.
• Particle Tracking Velocimetry (PTV) in flows of very high particle concentrations using the technology of my US Patent 8,391,552 .

On June 14, 2010, at 6:30 PM, I was alone Nobel Laureate Secteraty of Energy Dr. Steven Chu in his office on the 3 ^rd floor of the DOE HQ Forrestal Building.  Around 7PM, Secretary of Interior Ken Salazar and Director of the US Geological Survey Dr. Marcia McNutt arrived.  We then had a conference call with the Directors of the USDOE National Laboratories.  I listened to Micheal Anastasio, the Director of the USDOE Los Alamos National Laboratory, propose to detonate a thermonuclear device 5000 feet deep in the Gulf of Mexico to stop the Deepwater Horizon oil leak.  Sec Chu looked at me, rolled his eyes and stopped Anastasio from talking. 

FUN FACT:  Robert Oppenheimer was the first Director of Los Alamos.

In 1993, what is now the NNSA did not exist as a separate entity.  They were just part of the USDOE.  In 2000, our Congress wisely decided to make the NNSA a semi-autonomous entity of the USDOE.

THE ISLAMIC STATE OF IRAN

USING ATOMIC VAPOR LASERS TO ENRICH URANIUM

In the late 1980’s and early 1990’s, the Islamic State of Iran was desperately trying to get their hands on Atomic Vapor Lasers to produce nuclear weapons at their Lashkar Ab'ad isotope separation facitily.  At that time, I was working with two engineers from Iran in my Particle Flow Analysis Laboratory at the USDOE Pittsburgh Energy Technology Center. 

One of the Iranian engineers, Dr. Mehrdad Shahnam, emigrated to our country during the Shah regime.  His father was a General in the Shah regime.  Here’s a link to Mehrdad’s official profile page for the US Department of Energy.    Thank you for your federal service for our country Mehrdad!

The original concentric implosive triggering device for the first generation of “Fat Man” nuclear bombs was designed by the top scientists and engineers in the world for conventional explosives.  They worked at the US Bureau of Mines site in Bruceton PA, near Pittsburgh.  I started as a DOE federal employee at that site in 1986.  Some of the “old timers” who designed the triggering device for Fat Man still worked at that site.  They explained to me in detail how their implosive triggering device worked. 

They loved to demonstrate their skills!  Here’s one of their demonstrations I watched in 1986.  They detonated a mixture of methane and coal dust in an Experimental Mine at the Bruceton Research Center (now the Pittsburgh site of the USDOE National Energy Technology Laboratory).  My colleague Vietnam Vet Fred White was sitting beside me recording it.  Click the image below to watch.
