ABOUT MY WORK ON THE LEAD TEAM RESPONDING
TO THE DEEPWATER HORIZON OIL LEAK CRISIS

The Deepwater Horizon oil leak, which was caused by British Petroleum,
was the most dangerous environmental threat to our country
since we declared independence from the British in 1776.

I was on the lead team responding to the Deepwater Horizon oil leak crisis: the Plume Team of the Flow Rate Technical Group of the National Incident Command .  The team was led by Dr. Marcia McNutt.  At that time, she was the first woman to serve as the Director of the US Geological Survey since it was founded in 1879.  She is now the first woman to serve as the President of the National Academy of Sciences (NAS). The NAS was founded by Abraham Lincoln in 1863 to serve as pro bono “Advisers to the Nation” on all scientific matters

ABOUT BEING AN EYEWITNESS TO THE PROLIFERATION
OF NUCLEAR WEAPONS TECHNOLOGIES INTO PAKISTAN

According to one of my colleagues, nuclear engineer Micheal Cem Gokay, we secretly gave nuclear weapons technologies -- the Atomic Vapor Laser Isotope Separation (AVLIS) process from Los Alamos -- to Pakistan in 1993. 

At that time, the Prime Minister of Pakistan Muhammed Nawaz Sharif was on the payroll of Osama bin Laden. A.Q. Khan was the Director of the Pakistani nuclear weapons development program. He was infamous for his illegal proliferation of nuclear weapons technologies into communist and Islamic States.  President Clinton called A.Q. Khan “more dangerous than Osama bin Laden.”

(1) in retaliation for causing British Petroleum to be fined $20.8 billion

(2) in retaliation for my work as a civil rights activist in Pittsburgh

(3) in the theft of my intellectual property, my US Patent 8,391,552.

MY BACKGROUND

I’m from a small town, Keyser, in WV. The population is around 4000 souls. 
Keyser was a hub for the Baltimore & Ohio railroad.

My family was close with the family of Harley O. Staggers Sr. He was born in Keyser in 1907, the 9th of 15 children.  He graduated from Keyser High School in 1925, from Emory & Henry College in 1931, did graduate work at Duke University, then was a football coach at Potomac State College in Keyser.

During WWII, he saw action as a US Navy flight navigator in both the Atlantic and Pacific.  After returning home to Keyser, with some help from President Harry Truman, he was elected to the United States Congress in 1948.

The Honorable Congressman Harley O. Staggers Sr was the longest serving Chair (1966–1981) of the longest standing (Est. 1795) and arguably the most powerful Committee in our House of Representatives: The Committee on Interstate and Foreign Commerce (today The House Committee on Energy and Commerce). 

He refused to sign the 1956 Southern Manifesto that prohibited racial integration of public places. 

He voted in favor of the Civil Rights Acts of 1957, 1960, 1964, and 1968.

He voted in favor of the 24th Amendment to the U.S. Constitution making poll taxes illegal.

He voted in favor of the Voting Rights Act of 1965 prohibiting racial discrimination in voting.

In 1967, Congressman Staggers had my father, Dr. Dallas B. Shaffer, hired as aProfessor of Political Science and Chair of the Social Sciences Department at Potomac State College .

He had my mother, Jennie M. Shaffer, hired to teach US History, social studies, and Constitutional rights at Keyser High School. 

He had my parents positioned to teach his children, grandchildren, extended family, and the children of Keyser about the history of our country, our democracy, our federal government, and our Constitution. In 1977, Congressman Staggers Sr and President Carter

BORN AND RAISED FOR FEDERAL SERVICE FOR MY COUNTRY

My father, Reverend Dr. Dallas B. Shaffer, was an honorable US Army veteran who served on foreign soil; a Political Science Professor; campaign manager and senior advisor to Attorney Congressman Harley O. Staggers Jr on how the House Judiciary Committee should interact with the Supreme Court; and an Episcopal Priest.

I and every member of my family graduated from West Virginia University. I, my little sister Lynne, and my little brother Douglas were born in Morgantown, WV

WE ARE THE MOUNTAINEERS!

Both of my parents were children of coal miners in West Virginia, the poorest state in the United States. During the Great Depression their families were starving.  They were saved by The New Deal of Franklin D. Roosevelt.  After seeing the power of our federal government to save our entire country, both of my parents dedicated their lives to teaching high school and college students about the history of our country, our federal government, and our Constitutional rights. And they named their first-born son Franklin D.

LIVED TO MAKE THE WORLD A BETTER PLACE / CITIZENS OF ETERNITY

They raised me and my little brother to get as much education in the sciences as we could, then to serve our country as federal employees.

ABOUT MY LITTLE BROTHER’S FEDERAL SERVICE

For his education in the sciences, my little brother, Douglas Neale Shaffer, earned a Pharmacy Degree and a Medical Doctor Degree from WVU, and a Master of Science Degree in Hospital Administration from Duke University.

He entered federal service for our country with the National Institutes of Health’s Heart, Lung and Blood Institute in Bethesda, then served with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta. In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) program.  To implement the PEPFAR program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

Doug is now the Associate Director of the
US Food and Drug Administration’s
Office of Global Policy and Strategy.

The FDA is the largest and most powerful regulatory agency in the world.

ABOUT MY SERVICE FOR MY COUNTRY AS A FEDERAL EMPLOYEE

For my education in the sciences, I earned Bachelor of Science and Master of Science Degrees in Mechanical Engineering.  In 1986, I entered service to our country as a federal employee with the United States Department of Energy.

In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ), an imaging technology to visualize and measure the flow of blood cells in artificial hearts and lungs.   The invention was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs.

Dr. Chu won a Nobel Prize in Physics for inventing a technology to capture and levitate atoms with laser light.

Working behind-the-scenes with the Director of the US Geological Survey, Dr. Marcia McNutt, to disqualify the US Secretary of Interior Ken Salazar from giving technical testimony about the amount of crude oil discharged into the Gulf of Mexico by BP’s exploded Deepwater Horizon oil rig.

The first task required to stop the damage being done to New Orleans, Key West, and the 1000 miles of US shoreline between them, was to produce an accurate official measure of the flow rate of crude oil discharging into the Gulf of Mexico.

An accurate official measure of the flow rate was needed to design a capping system to stop the leak.It was also needed to determine the level of response: the number of ships, planes, responders, miles of boom, tons of dispersant, etc. It would later determine the amount of funds, $20.8 billion, that would go to the people of five Gulf coast states to recover and rebuild.

I produced the first accurate official measure of the flow rate.

MY US PATENT 8,391,552: A BREAKTHROUGH
IN THE MEASUREMENT OF DENSE PARTICLE FLOWS

In 2007, I invented a particle flow imaging technology to visualize and measure flow fields inside dense particle flows, including petrochemical processing units.  I submitted the patent application on April 22, 2010, two days after the DWH oil rig exploded. In 2013, the United States Patent & Trademark Office protected the technology I invented with United States Patent 8,391,552 . Independent experts reviewed the technology of 8,391,552 and found it to be “ a huge breakthrough ” and “ something the petrochemical industry had sought for 50 years. ”
