Allegheny County Solicitor Luke C. Kelly began his attacks on me in September of 2018. This is after, on August 9, 2018, the former plaintiff lawyer, Michael B. Greenstein, who had been attacking me, was disbarred for stealing money from his clients, including my ex-wife Dr. Nancy Joyce Shaffer, to feed his drug addiction. Allegheny County Solicitor Luke C. Kelly and the “RICO Conspirators” escalated their attacks on me on October 29, 2018, two days after the massacre at the Tree of Life or L’Simcha synagogue on October 27, 2018. He knew I’d been married to a German Jew that lost family in the holocaust. He knew we lived near the Tree of Life synagogue. He knew we attended occasionally. |

Allegheny County Solicitor Luke C. Kelly tried to cause my death many times over more than eight years. He did so in ways that would make my death appear to be by natural causes. I believe his one of his motives was to have his client, my ex-wife, Dr. Nancy Joyce Shaffer (née Walker, née Hudson), inherit the royalties of the technology I invented and protected with US Patent 8,391,552.

The first attempt by Allegheny County Solicitor Luke C. Kelly to do me in, I believe, was in September of 2018. He sat beside me in Lemonheads Bar & Grill in Bethel Park, PA, and passed himself off to me as a major drug dealer. He plays the stereotypical role well. He is a light-skinned black man. He is heavily tattooed. His forearms are covered with tattoos. He left. About 10 minutes later I tried to leave. I fell on the floor. I could not feel or move my legs. I was 57 years old and that had never happened to me before. The only time that happened to me was when Allegheny County Solicitor Luke C. Kelly was sitting beside me. I suspect he drugged me with some kind of narcotic paralytic. If he would have succeeded in killing me, it would appear to be a death by a self-inflicted drug overdose.
HATE CRIME 1: Desecration of my father’s funeral in the Episcopal Church where he was a Priest. He was an honorable US Army veteran who served on foreign soil. He was the campaign manager for and a senior advisor to the Honorable Attorney Congressman Harley O. Staggers Jr and how the Judiciary Committee should interact with the Supreme Court. HATE CRIME 2: Attacking me two days after the worst massacre of Jewish people in US history, the slaughter of elderly Jewish people on a Shabbat morning, October 27, 2018, at the Tree of Life synagogue in Pittsburgh. Allegheny County Solicitor Luke C. Kelly had an application for the Federal Medical Leave Act (FLMA) written for me by Dr. Carol Kunkle-Miller, a PhD licensed psychologist in the state of Pennsylvania. Dr. Kunkle-Miller wrote it for me to try to protect me when I was being attacked by senior federal employees of the Trump Administration at the USDOE National Energy Technology Laboratory from January of 2017 through June of 2018. How do I know he had my application for the FMLA? Because I gave it to him. I thought he might have some compassion and stop his attacks. He did just the opposite. NETL Chief Counsel Susan E. Malie also had the FMLA application. In Section 4 of the FMLA, shown below, Dr. Kunkle-Miller gives the diagnosis of “Major Depression, Recurrent, without psychosis.”
In Section 7 of the FMLA, Dr. Kunkle-Miller writes that the symptoms of Major Depression “can be easily triggered…”
Of course, everyone knows that the most dangerous symptom of Major Depression is suicidal ideation.

After five days in the hospital, I picked myself up, decided not to try to end my life again and to live the best I could. I went back to my ZED house to prepare it for sale.
But on July 1, 2019, Allegheny County Solicitor Luke C. Kelly removed all of my tools from the house so I could not prepare it for sale. I had a four-car garage full of tools. There were tools I invented for my research.
In August of 2019, the Luke C. Kelly submitted a Motion declaring that I’d done nothing to prepare the house for sale, and that my conduct was “dilatory, obdurate or vexatious.” McGough then took my right to sell my private property from me and gave Luke C. Kelly $5000 of my federal retirement savings. He would later give the Luke C. Kelly $50,000 more of my federal retirement savings.
Knowing that I’d tried to commit suicide, Allegheny County Solicitor Luke C. Kelly doubled down on his attacks. More than eight years later, Solicitor Kelly is attacking me under color of law.
One of the lawyers I paid to represent/defend me was Chris Stachtiaris. I told him to inform VLC Kelly that I would give my ex-wife everything – 100%. I would give him all of the money I had, the house, all of my retirement savings, just to end this divorce so I could get on with my life. But Allegheny County Solicitor Luke C. Kelly refused to accept everything! Everything I earned in my federal service was negligible compared to the royalties that he and his client would receive if Allegheny County Solicitor Luke C. Kelly could make my death appear to be by natural causes. |

This is my Zero Energy Design (ZED) house that the Allegheny County Solicitor Luke C. Kelly, Magistrate Ronald Arnoni, and common pleas Judge Hugh F. McGough stole from me under color-of-law. Then they devalued my house so they could steal more of my federal retirement savings. After the SWAT team raid on January 18, 2019, someone (I suspect Bethel Park Police Officers) trashed my house and left the front door wide open. |

Because of the crimes done to me by the Violent Lying Criminal Allegheny County Solicitor Luke C. Kelly, I’ve had to eat out of garbage dumpsters to survive, while the VLC Luke C. Kelly was dining at four-star restaurants on my federal retirement savings. My pal “Radioman” taught me how to “dumpster dive.” He’s called Radioman because he believes he has a radio chip in his head. Radioman lives in a garbage dumpster.
