ABOUT MY FAMILY’S FEDERAL SERVICE FOR OURCOUNTRY

Federal employees Dr. Ronald W. Breault, Justin Weber and Dr. William A. Rogers, under directions from federal employee DOE NETL Chief Counsel Susan E. Malie, used fabricated false charges and violent coercion to force me from federal service.  They committed their crimes so they could aid and abet a Chinese foreign agent, Dr. Tingwen Li, in the theft of the technologies I protected from “enemies, foreign and domestic” with my United States Patents 5,333,044 and 8,391,552.

I developed both of my patents using nuclear weapons technologies from Los Alamos.  Both of my patents can be used to improve the enrichment of uranium using high-speed centrifuges or the Atomic Vapor Isotope Separation Process (AVLIS) to produce better nuclear weapons.

The $20.8 billion fine was ordered on October 5, 2015, by the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana. It is the largest single fine of a single entity in US history. I played an important role in causing the $20.8 billion fine. Those funds went to the fifty million people of five Gulf states to recover and rebuild from the damage done by British Petroleum.

I was immediately subjected to retaliatory color-of-law attacks. The attacks began on October 5, 2015, and continued for nine years and six months until March 5, 2025, when I submitted, under penalty of perjury, a Confidential Request for Investigation by the Judicial Conduct Review Board of Pennsylvania on March 5, 2025.

The people who have attacked me, under color of law, for ten years, were all subjects of my peaceful protests and lawsuits with the Thomas Merton Center, e.g., People Against Police Violence v. City of Pittsburgh in the US District Court for Western Pennsylvania.

DOE NETL Chief Counsel Susan E. Malie, former City Solicitor of Pittsburgh. The Mayor of Pittsburgh Bob O’Conner fired Malie for misconduct.

She fabricated false charges against me and used violent coercion   to force me to flee from the NETL to protect my life.   She then designated me as a domestic   terrorist (just another of her absurd lies) and banned me from ever associating my name with the DOE.   She stole my federal job. She ostracized me from the only community I had for 32 years: the federal and contractor employees of the NETL. She had my intellectual property, my US Patent 8,391,552 disguised as a non-patented “open source” technology so Trump could give it for free to The Saudi Royal Family.

The Magistrate of Bethel Park, PA. When he was a council member and Mayor of Brentwood, PA, two police officers under his Leadership murdered an innocent African American businessman named Jonny Gammage, with impunity.   They were not held accountable by mistrial or acquital by an all white jury.

In retaliation for organizing peaceful protests and lawsuits against him, he fabricated false defammatory, inflammatory public records about me, had a police SWAT team raid my house, without cause, then stole my house from me. I fled into Amish coutry Ohio to escape his attacks and try to hide.

Common pleas Judge Hugh F. McGough, former Solicitor for the Pittsburgh Citizens’ Police Review Board. The JCRB removed McGough from presiding over my divorce in his Kangaroo Court.   He thinks I caused someone to issue death threats (e.g., “someone should kill nigger lovin’ kike fags like you“) to Josh Pollock, the son of his Campaign Finance Manager Attorney David Pollock. McGough shackled me to a metal table, alone, without counsel, then forced me to sign over part of my federal retirement savings ($106,500) under threat of 5 years imprisonment.   He gave plaintiff attorney Allegheny County Solicitor Luke C. Kelly $55,000 of my federal retirement savings as a reward for his heinous crimes against me.

On January 20, 2017, Trump took Office and appointed former weapons maker NETL Director Dr. Grace Bochenek, as his interim Secretary of Energy.  Two weeks later, on February 3, 2017, the attacks at the NETL began. From February 3, 2017, through July 9, 2018, I was attacked by senior federal employees at the NETL.

On July 9, 2018, I was forced to flee from the NETL to protect my life. The lead Snake attacking me was Secretary of Energy Bochenek. She spent 25 years developing advanced weapons for the US Army.  I’ve been a pacifist for 30 years. All I have is a pencil to defend myself with.

After I fled, Susan E. Malie, the old nemesis of the TMC when she was the City Solicitor of Pittsburgh, now NETL Chief Counsel, had me designated me as a Domestic Terrorist. The Thomas Merton Center Terrorist?  Thomas Merton was an ardent pacifist as am I.

It was a desperate inflammatory lie to try to discredit me if I reported the covert, illegal transfer of my intellectual property, US Patent 8,391,552, to the Saudi Royal Family.

To further defame me and destroy my career, Malie banned me from all US Department of Energy facilities and banned me from ever again associating my name with the US Department of Energy.  She failed. 

After I was forced me to flee, the NETL disguised my 8,391,552 as a non-patented “open source” technology they call “NETL Tracker.”  The NETL then give it away for free to the Saudi Royal Family’s SABIC (Saudi Arabia Basic Industries Corporation) Technology Center in Sugarland Texas, and the wealthiest petrochemical companies in the world.  They would not have to pay royalties.

On January 8, 2016, two months after the $20.8 billion fine, Arnoni opened Docket FD-16-00031 in Allegheny County Court Records telling a despicable lie to the public I assaulted my wife and her 10-year-old autistic daughter with multiple “weapons submitted attached sealed.”  I wasn’t arrested or charged with anything because I’d done nothing wrong, and I certainly did not assault my wife and her autistic daughter. Arnoni’s docket of lies has been public for the past ten years.

On January 18, 2019, Ronald Arnoni signed a search warrant for my home,
then a police SWAT team raided my home, without cause.  That freezing night I fled into Amish country Ohio to escape and try to hide.

I have been under color-of-law Attacks since October 5, 2015. That’s when the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana ordered British Petroleum to deposit $20.8 billion in the United States Treasury.

It was the largest single fine of a single entity in US history.

I played an important role in causing the $20.8 billion fine .

The Attackers have stolen the following from me under color-of-law:

1. My federal job with the US Department of Energy
2. My Zero Energy Design solar house
3. My federal retirement savings
4. My intellectual property, namely my US Patent 8,391,552. I was attacked at the NETL and forced to flee to protect my life., by disguising it as a non-patented “open source” technology they call NETL Tracker
5. The only community I had for 32 years, the federal employees of the NETL

The most painful attacks were:

1. The desecration of my father’s funeral in the Episcopal Church where he was a Priest.
2. The Attacks immediately after the massacre of elderly Jewish people who were simply, peacefully observing a Shabbat morning on October 27, 2018, at the Tree of Life synagogue in Pittsburgh.  

MOTIVE 1: Retaliation for my important role in causing British Petroleum to be fined $20.8 billion dollars.

Trump’s attorneys Devine and van der Veen know that I was attacked at the NETL by senior federal employees of Trump’s Administration (see the list below).  So, Attorney Devine wishing me to “have a safe evening Mr. Shaffer” did not make me feel safe at all.  It made me feel like he was trying to intimidate me – as in witness intimidation. I will not be intimidated.

What is $20.8 billion dollars?  I had no idea.  I had to look it up myself.

MY LIFE BEFORE THE $20.8 BILLION FINE

My performance with the USDOE was always outstanding.

For thirty years I’d been trusted with state secrets about the proliferation, proposed use, and actual use of nuclear weapons.

I used nuclear weapons technologies in my research.

In 2013 through 2015, I was cleared by the FBI to do large-scale experiments
with JP5 jet fuel inside Naval Weapons Station Earle.

I’d never been arrested for anything more serious than a traffic violation. The 535 federal employees of the NETL had been my only community for 32 years. I had a family I loved.  I had a secure federal job I loved. I had a unique Zero Energy Design (ZED) house. I had retirement savings.

MY LIFE AFTER  THE $20.8 BILLION FINE

Since the $20.8 billion fine, there have been false, defamatory, inflammatory records created about me at the local, county, state, and federal levels.  The lies were fabricated by senior federal employees and federal security officers. 

Their despicable, defamatory, inflammatory lies about me are designed to dissuade anyone from helping me -- and to incite everyone to harm me. Their lies have incited others to attack me many tim````es. 

They stole my federal job, destroyed my federal career, destroyed my family, destroyed my good reputation, and had me ostracized from the USDOE NETL.  Dr. Ronald W. Breault and other federal employees taking credit for my work and patents.

They stole from me almost everything I earned

Their attacks were so vicious, violent, ubiquitous, and unrelenting, that on April 7, 2019, after 41 months of attacks, I tried to end my life to escape their attacks.  I was in the ICU and hospital for five days.

The main reason I tried to end my life was to escape the attacks by Allegheny County Solicitor Luke C. CHRONOLOGY OF THE ATTACKS

AFTER THE $20.8 BILLION DOLLAR FINE WAS ORDERED

TWENTY-FIVE (25) days after the $20.8 billion dollar fine was ordered, on October 30, 2015, my then-wife, Dr. Nancy J. Shaffer, tried to slam a piece of hardwood furniture into my head. I was half-conscious because I was on a three-week course of doxycycline to treat Lyme disease. I was infected with the spirochete (spiral cutter) bacteria that causes Lyme disease while working at the OHMSETT Tank at Naval Weapons Station Earle in Leonardo NJ.  NWS Earle is one-hundred miles due south of Lyme, CT.

NINETY-FIVE (95) days after the $20.8 billion dollar fine was ordered, on January 8, 2016, false defamatory, inflammatory records were fabricated about me giving the impression that I assaulted my wife and her autistic daughter using a weapon that was hidden from public view.  I was not arrested or charged with anything because I’d done nothing wrong. 

Thirty years ago, a Mennonite Elder with a PhD in Nuclear Engineer, Dr. Everett Ramer, convinced me to live a life of non-violent pacifism.  I’ve been a Christian pacifist since then.

Magistrate Arnoni and his police officers fabricated false defamatory, inflammatory records about me giving the false impression that I assaulted my wife and her autistic daughter. I was not arrested or charged with anything because I’d done nothing wrong.

I do not assault anyone -- let alone helpless little autistic girls. Instead, I got her a puppy.  I got her a “cool” ZED (Zero Energy Design) house with a handmade stone jacuzzi to help her make friends. I got her into the Bethel Park school system, one of the best in Pennsylvania.

ONE HUNDRED AND FORTY-TWO (142) days after the $20.8 billion dollar fine was ordered, my father’s funeral was desecrated in the Episcopal Church where he was a Priest .  An insulting letter from Dr. Nancy Joyce Shaffer and her attorney at that time, was delivered to me at the beginning of my father’s funeral.  The letter attempted to extort $240,000 from me.

My father was dying in January and February of 2016.  I could not spend time with him because I had to stay in Pittsburgh to defend myself against false charges fabricated by Magistrate Ronald Arnoni.

My father, Reverend Dr. Dallas B. As per his wishes, my father drew his last breath with two federal employees by his sides. My brother was holding his left hand and I his right hand.

Three years later, in 2021, after I’d fled into Amish country Ohio to escape and try to hide, armed FBI agents wearing body armor, including FBI Agent Lisa Brown (FBI Violent Crimes Task Force, Special Investigative Unit) showed up at my low-rent apartment in Newark Ohio to tell me to not to say another word about our proliferation into Pakistan.  I told the FBI Agents that in 2018:

“Susan E. Malie had me hunted like an animal at the NETL.”

The only thing my wife and I needed to do was sell our house and split the profits.  That would have taken at most a year.  But Luck C. Kelly and Hugh F. McGough have dragged out the divorce for ten years with no end in sight. 

The on-going divorce is nothing but Allegheny County Solicitor Luke C. Kelly submitting Motions full of derogatory inflammatory lies about me.  Then Judge McGough (former Solicitor for the Pittsburgh Citizens’ Police Review Board) would sign the perjurious Orders.

Kelly began his Attacks on me in September of 2018.  On October 29, 2018, two days after the worst murder of Jewish people in US history, the massacre at the Tree of Life or L’Simcha synagogue in Pittsburgh, he escalated his attacks on me.  He “triggered” me in the most hateful ways.  He knew that in the late 1990’s I was married to Jacqueline Saslawski, a German Jew who lost family in the holocaust.  He knew we lived near the Tree of Life.  He knew we occasionally attended the Tree of Life.  I believe his actions constitute hate crimes.

Arnoni and his Gang essentially kidnapped my wife, Dr. Nancy J. Shaffer. She is a religious scholar with a PhD in Religious Studies from Yale, and the mother of two children with autism. Aroni’s Gang used a Bind-Torture-Kill kit on her that is far more dangerous than that used by the evil BTK killer.  The BTK kit used by Arnoni’s Gang was made up of lies by the Trump Administration, by Pittsburgh Police, by Pittsburgh lawyers, and by dirty Pittsburgh Judges. 

Because of the attacks by Arnoni and his Gang, at times I’ve had to eat out of garbage dumpsters to survive, while Luke C. Kelly dines at four-star restaurants on my federal retirement savings. 

My homeless pal “Radioman” taught me how to “dumpster dive.”  He’s called Radioman because he believes he has a radio chip in his head. 

Radioman lives in a garbage dumpster.  He says it’s the only place he can get some peace and quiet.  The ferric metal of the garbage dumpster blocks all radio signals.

In 1985 Anthony started at the DOE Pittsburgh Energy Technology Center. I started in 1986.  For seven years we shared this lab

On January 8, 2014, Anthony committed suicide in a barren field near the NETL Pittsburgh site.  He was a devout Roman Catholic. He was a victim of weaponized “workplace mobbing” by senior (SES) federal employees of the NETL  Law Department.
