My father, Reverend Dr. Dallas B. Shaffer, was an honorable US Army veteran who served on foreign soil; a Professor of Political Science; campaign manager and senior advisor to Attorney Congressman Harley O. Staggers Jr on how the House Judiciary Committee should interact with the Supreme Court; and an Episcopal Priest. My mother, Jennie M. Shaffer, née Lininger, was a high school teacher, a civil rights activist, and Vice President of the West Virginia Education Association.

FOR THE POOR IN SUBSAHARAN AFRICA

For his education in the sciences, Doug earned a Pharmacy Degree and a Medical Degree from WVU, thena Master of Hospital Administration from Duke University.  He entered federal service for our country with the National Institutes of Health’s Heart, Lung and Blood Institute in Bethesda. He then served with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta.  In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) Program. To implement the PEPFAR program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

In 2024, after 27 years of federal service, Doug retired as the Associate Director of the US Food and Drug Administration’s Office of Global Policy and Strategy. The FDA is the largest and most powerful regulatory agency in the world.

July 24, 2024 – SEOUL, Republic of Korea –   The International Vaccine Institute is pleased to announce that Dr. Douglas Shaffer will join as IVI’s Deputy Director General of Global Affairs & Communications on August 26, 2024.

The International Vaccine Institute accelerates the development of vaccines for poverty-associated infectious diseases that sicken or kill millions of people every year, primarily in low- and middle-income countries. Though they have limited commercial potential, these vaccines are vital to global health. Through training and the transfer of knowledge, technology, and resources, we work with countries to achieve vaccine security and protect their people.

I’m from a small rural town of 4000 souls, Keyser, in West Virginia. Our family was close with, and worked closely with, Congressman Harley O. Staggers Sr and Attorney Congressman Harley O. Staggers Jr.  Congressman Staggers Sr was born in Keyser in 1907,

the 9 ^th of 15 children of an Irish railroad worker.

He was longest serving Chair (1967 to 1981) of the longest standing
(Est. 1795) and arguably the most powerful Committee in our House of Representatives: the House Committee on Energy and Commerce.

In 1977, President Carter and Congressman Staggers Sr

For my education in the sciences, I earned Bachelor of Science and Master of Science Degrees in Mechanical Engineering from WVU.  In 1986, I entered federal service with the US Department of Energy’s Pittsburgh Energy Technology Center. In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ) an imaging technology to visualize and measure the flow of organic and inorganic particles through power plants, and the flow of blood cells in artificial hearts and lungs.    

My US Patent 5,333,044 was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs.

I was on the lead team responding to the Deepwater Horizon oil leak crisis: the Plume Team of the Flow Rate Technical Group of the National Incident Command .  Our team was led by Dr. Marcia McNutt.  At that time, she was the first woman to serve as the Director of the US Geological Survey since it was founded in 1879.  She is now the first woman to serve as the President of the National Academy of Sciences (NAS). The NAS was founded by Abraham Lincoln in 1863 to serve as pro bono “Advisers to the Nation” on all scientific matters

Click here for more about the important role I played in stopping the damage being done to one thousand miles of shoreline of five Gulf states, and in causing British Petroleum to be fined $20.8 billion.  It is the largest single fine of a single entity in US history .  

Those funds went to the fifty million people of five Gulf states to recover and rebuild.  The technology of my US Patent 8,391,552 was critically important tool I used. I worked on the patent application with two outstanding DOE Patent Attorneys: James “Jay” Potts and John T. Lucas.

John served as the General Counsel of the DOE and the DOE Deputy Director of Business Transactions and Intellectual Property.

On April 22, 2010, two days after I learned that huge jets of crude oil were discharging 5000 feet deep in the Gulf of Mexico, I asked Jay and John
to submit the patent application

THE ATTACKS

The $20.8 billion fine was ordered on October 5, 2015, by the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana.

I was immediately attacked in retaliation. I have been under retaliatory color-of-law attacks by snake-lawyers since the $20.8 billion fine was ordered. 

One of the Snakes who attacked me was the Director of the USDOE National Energy Technology Laboratory,Dr. Grace Bochenek. When Trump took office on January 20, 2017, he appointed her as his interim Secretary of Energy.  Trump wanted to give the technology I invented and protected with United States Patent 8,391,552 as a free gift to the Saudi Royal Family. 

But to get away with it, they would have to silence the inventor.

On February 3, 2017, two weeks after Trump took office, Sec of Energy Bochenek ordered the attacks on me to begin at the DOE National Energy Technology Laboratory. After 17 months of attacks, on July 9, 2018, I was forced to flee from federal service and the NETL to protect my life.

After I fled, NETL Chief Counsel (former City Solicitor of Pittsburgh) Susan E. Malie designated me as a State Terrorist (another of her despicable lies) and issued a BOLO (BE ON THE LOOKOUT) for me at every DOE National Laboratory and facility in the United States. 

I was then subjected to eight years of color-of-attacks by Allegheny County Solicitor Luke C. Kelly and common pleas Judge Hugh F. McXGough (former Solicitor for the Pittsburgh Citizens’ Police Review Board).  Allegheny County Solicitor Kelly was trying cause my death and make it appear to be by natural causes because his client, my ex-wife Dr. Nancy J. Shaffer, was my sole beneficiary. If he could put me six-feet-under, he and his client would gain control of my US Patent 8,391,552 and the royalties it produced. This is the same thing sought by the Saudi Royal Family.

Trump gave the technology I invented and protected with US Patent 8,391,552 as a gift to the Saudi Royal Family. So the Saudi Royal Family would not have to pay royalties to the US Treasury, my US Patent 8,391,552 was disguised as a non-patented “open source” technology.

Saudi Arabia Basic Industries Corporation (SABIC) is now using 8,391,552, for free, to further enrich The Saudi Royal Family, one of the richest families in the world.

I am from six generations of coal miners in West Virginia. I devoted my career to developing technologies to help lift the people of Appalachia out of poverty – not to further enrich one of the richest families in the world.

To carry out his illegal transfer of the technology protected by US Patent 8,391,552 to the Saudi Royal Family, when Trump took Office on January 20, 2017, he appointed NETL Director Dr. Grace Bochenek as his interim Secretary of Energy.  Trump ordered her to carry out his plan.

About being married to a German Jew who lost family in the holocaust, and being attacked immediately after the massacre at the Tree of Life synagogue (pdf)
