ABOUT MY FAMILY’S FEDERAL SERVICE FOR OUR COUNTRY

This website is about my family’s work for social justice and civil rights

on the House Judiciary Committee and throughout the world,

and my work for thirty-two years as a federal research engineer

with the US Department of Energy and as a civil rights activist in Pittsburgh.

My father, Reverend Dr. Dallas B. Shaffer, was an honorable US Army veteran who served on foreign soil; a Professor of US History and Political Science; Chair of the Social Sciences Department at Potomac State College; campaign manager and senior advisor to Attorney Congressman Harley O. Staggers Jr on how the House Judiciary Committee should interact with the Supreme Court; and an Episcopal Priest.

My mother, Jennie M. Shaffer, was a high school teacher, a civil rights activist, and Vice President of the West Virginia Education Association.  In 1990, she and the President of WVEA Kyetta Meadows had 20,000 K-12 teachers go on strike to shut down the WV school system.  WV teachers were the lowest paid in the United States.  After 11 days, they got a 15% pay raise.

Both of my parents were children of coal miners in West Virginia. Every man in their families served in the U.S. military then returned to work in the coal mines of WV.

Except for my father. He joined the US Army and served in Guam and Korea. When he returned home, he used his GI Bill to get a Degree in History from the University of Richmond.  He then worked as a Teaching Assistant while he earned a PhD in US History from West Virginia University.

Every prayer I heard my father say in my life ended with this

“and let us always be mindful of the poor”

During the Great Depression his family in WV often went without food.

My mother grew up in WV wearing clothes sewn her mother with a pedal-powered Singer Sewing Machine.   In the photo below my mother is front-&-center wearing pants sewn from burlap sacks.   Notice the pistol in my Uncle Jim’s right pants pocket. He was letting everyone know not to mess with his sisters, or they’d face Hillbilly Justice.

ABOUT MY LITTLE BROTHER’S FEDERAL SERVICE

For his education in the sciences, Doug earned a Pharmacy Degree and a Medical Degree from WVU, and a Master’s Degree in Hospital Administration from Duke University. 

He then entered federal service with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta. 

In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) Program.

To implement the PEPFAR Program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

After 27 years of federal service, Doug retired in 2024 as the Associate Director of the US Food and Drug Administration’s Office of Global Policy and Strategy.

The FDA is the largest and most powerful
regulatory agency in the world.

The International Vaccine Institute accelerates the development of vaccines for poverty-associated infectious diseases that sicken or kill millions of people every year, primarily in low- and middle-income countries. Though they have limited commercial potential, these vaccines are vital to global health. Through training and the transfer of knowledge, technology, and resources, we work with countries to achieve vaccine security and protect their people.

My colleague and friend Lieutenant Colonel Dr. Brack Hattler, MD, PhD,was an Army battlefield surgeon in Vietnam and Chief of Organ Transplant Services at Walter Reed . He was the Chief of Lung Transplant Services at Presbyterian Hospital in Pittsburgh.

ABOUT OUR CHILDHOOD IN THE UNITED STATES OF AMERICA

We were raised in a small town of 4000 souls, Keyser, in West Virginia.

Our family was close with, and worked closely with, Congressman Harley O. Staggers Sr, Chair of the House Committee on Energy & Commerce, and his son Attorney Congressman Harley O. Staggers Jr, House Judiciary Committee.

In 1977, President Carter and Congressman Staggers Sr (Chair of the House Committee on Energy & Commerce), founded and funded the US Department of Energy.   The USDOE develops all nuclear fuel to power our nuclear submarines, aircraft carriers, and other nuclear propelled naval combatants.

For my education in the sciences, I earned a Bachelor of Science Degree and a Master of Science Degree in Mechanical Engineering from WVU.  In 1986, I entered federal service with the US Department of Energy’s Pittsburgh Energy Technology Center. In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ) an flow imaging technology to see and measure the flow of organic and inorganic particles through power plants, and the flow of blood cells in artificial hearts and lungs.    

My US Patent 5,333,044 was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs.

Dr. Chu won a Nobel Prize in Physics for inventing a technology to capture and levitate atoms with coherent electro-magnetic waves.

I was on the lead team responding to the Deepwater Horizon oil leak crisis: the Plume Team of the Flow Rate Technical Group of the National Incident Command .  Our team was led by Dr. Marcia McNutt.  At that time, she was the first woman to serve as the Director of the US Geological Survey since it was founded in 1879.  She is now the first woman to serve as the President of the National Academy of Sciences (NAS). The NAS was founded by Abraham Lincoln in 1863 to serve as pro bono “Advisers to the Nation” on all scientific matters

BY TRUMP AND THE SAUDI ROYAL FAMILY,

AND THE DESTRUCTION OF MY LIFE TO COVER IT UP

Traditionally the first foreign visit by a new US President is to a Western ally.

Trump’s first foreign visit was not to a western ally.
It was to the richest family in the world: The Saudi Royal Family. 

The photo above shows Saudi Crown Prince Mohammed bin Salman Al Saud (MBS) in the Oval Office with Donald Trump on March 20, 2018.  On October 2, 2018, MBS had Washington Post reporter Jamal Kashoggi murdered, then had his body chopped into small pieces and flushed down a sewage drain in the Saudi Consulate in Istanbul, Turkey.

Why? Because Kashoggi wrote words in the Washington Post that hurt MBS’s feelings. This is the investigative finding of the US Central Intelligence Agency.

THE VALUE OF MY US PATENT 8,391,552:

In 1984, I was doing research for my Master’s Degree in Mechanical Engineering at the WVU/NSF Research Center for Fluid Particle Science in Morgantown WV.  The goal of my research was to find or develop instrumentation to measure particle and gas flow rates inside the Circulating Fluidized Beds. 

That’s when I decided my career goal would be to invent a high-speed imaging technology to see and measure individual particle behavior inside the dense particle flows of Circulating Fluidized Beds are the heart of the most advanced coal power plants of the future.  They are known as Integrated Gasification Combined Cycle (IGCC) Power Plants.  They will be highly efficient and will emit no pollutants into the atmosphere.

The US has enough proven coal reserves to power our country for 500 years.

In December of 2007, I submitted an Invention Disclosure to the NETL Law Department for the technology that, in 2013, became US Patent 8,391,552.

Each year from 2009 through 2012, independent experts reviewed the technology of my US Patent 8,391,552 and found it to be

“something the petrochemical industry had sought for 50 years”

On the same day Trump became President, January 20, 2017, he appointed the Director of the DOE National Energy Technology Laboratory (NETL), Dr. Grace Bochenek, as his interim Secretary of Energy. 

Two weeks later, on February 3, 2017, the attacks began at the Pittsburgh site of the DOE NETL. Secretary Bochenek  to remove me from federal service, unjustly discredit me, and silence me, so  the Saudi Royal Family could use my US Patent 8,391,552 for free.

The Saudi Royal Family’s Saudi Arabia Basic Industries Corporation (SABIC) is now using my US Patent 8,391,552 disguised as a non-patent “open source” technology called NETL Tracker to improve the performance of their petrochemical processing facilities.

These facilities convert crude oil into consumer products like gasoline, diesel and plastics.  This is increasing the wealth of the wealthiest family in the world: The Saudi Royal Family.  The annual income of the worldwide petrochemical processing industry is one trillion dollars.

On October 5, 2015, by the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana ordered British Petroleum
to deposit $20.8 billion in the US Treasury.

It is the largest single fine of a single entity in US history.

Those funds went to the fifty million people of five Gulf States
to recover and rebuild from the damage done by British Petroleum.

I played an important role in causing the $20.8 billion fine.

I was immediately attacked in retaliation.

I have been under color-of-law attacks since the $20.8 billion fine was ordered.

The attacks are

1.       in retaliation for my civil rights work in Pittsburgh
2.     in retaliation for causing the $20.8 billion fine, and
3.     to silence me so the Trump could give the technology of my US Patent 8,391,552 as his free gift to The Saudi Royal Family.

Senator Byrd is the longest serving Senator in US history. He served as Senate Majority Leader and Chair of the Senate Appropriations Committee.

THE DESTRUCTION OF MY LIFE BY TRUMP’S MINIONS

To get away with this crime, I, the inventor, would have to be removed from federal service, unjustlydiscredited and silenced.  After 17 months of attacks at the NETL, on July 9, 2018, I was forced to flee the NETL to protect my life. 

The same month, July of 2018, Dr. Tingwen Li and other NETL contractor employees were hired by Saudi Arabia Basic Industries Corporation (SABIC) to implement the technology of 8,391,552 to improve the performance of their petrochemical processing facilities.  I can find no contractual agreement governing the transfer of technology from the United States NETL to Saudi Arabia’s SABIC.

Anthony was a devout Roman Catholic. On January 8, 2014, Anthony commited suicide in a barren woodland near the Pittsburgh site of the DOE NETL. I believe this to be the work of the NETL Law Department.
