Shaffer, was a high school teacher, a civil rights activist, and Vice President of the West Virginia Education Association.

ATTACKS BY COUNTY AND FEDERAL FIELD MARSHALL SNAKES
IN THE GRASS OF ALLEGHENY COUNTY AND
THE UNITED STATES DEPARTMENT OF ENERGY’S
NATIONAL ENERGY TECHNOLOGY LABORATORY

In 2007 I invented a technology to, for the first time, see and measure particle behavior inside commercial chemical reactors, including inside petrochemical processing units.   I had been working on that technology for 15 years.

I made this breakthrough at the labs of Particulate Science Research Inc (PSRI) in Chicago.   PSRI is a research consortium of the thirty of the world’s wealthiest petrochemical companies, including Saudi Arabia Basic Industries Corporation (SABIC).

The petrochemical processing units I was working on at PSRI are used to convert crude oil into gasoline, diesel fuel, plastics and other consumer end-products.  

Dr. Ray Cocco, Chief Technology Officer of PSRI, wrote a letter nominating me for an R&D 100 Award stating that my invention was “ something the petrochemical industry had sought for 50 years ,” and that the data I was acquiring was immediately being used to improve the performance of commercial petrochemical processing units. Improved performance = increased profits.   The annual net income of the worldwide petrochemical processing industry is around $1 trillion dollars.

On January 20, 2017, Trump took Office and appointed the Director of the USDOE NETL, Dr. Grace Bochenek, as his interim Secretary of Energy.   Trump wanted to give the technology I invented and patented as a gift to the Saudi Royal Family.

But because I could identify the theft of my patented intellectual property, I, the inventor, would have to be removed from federal service and silenced.

The attacks at the NETL began on February 3, 2017, two weeks after Trump took Office.   On January 16, 2018, two days before the program for the Eight World Congress on Particle Technology (8WCPT) was made public, the attacks greatly escalated.  

Snakes from PSRI and the NETL would present papers at the 8WCPT using the technology of 8,391,552, but without mentioning my name or that it was protected by the US Patent & Trademark Office.   They submitted their papers on August 31, 2017. This shows at least six months of premeditation for the attacks on me.

On June of 2018, after 17 months of attacks at the NETL, I was forced to flee from the NETL to protect my life. Then to silence me, NETL Chief Counsel Susan E. Malie had me designated as a “state terrorist.” The Thomas Merton Cener Terrorist? Another of her venomous lies!  She then communicated her lies to three of the attorneys I paid to represent me. Then they all betrayed me. Their names are Elisabeth Pride, Chris Stachtiarous and Darren Oglesby.

I’m from a small town of 4000 souls, Keyser, in West Virginia. 
My family was close with, and worked closely with, Congressman Harley O. Staggers Sr and Attorney Congressman Harley O. Staggers Jr. Congressman Staggers Sr was the Chair of the powerful House Committee on Energy and Commerce from 1967 to 1981.

I was on the lead team responding to the Deepwater Horizon oil leak crisis: the Plume Team of the Flow Rate Technical Group of the National Incident Command .  Our team was led by Dr. Marcia McNutt.  At that time, she was the first woman to serve as the Director of the US Geological Survey since it was founded in 1879.  She is now the first woman to serve as the President of the National Academy of Sciences (NAS). The NAS was founded by Abraham Lincoln in 1863 to serve as pro bono “Advisers to the Nation” on all scientific matters

The $20.8 billion fine was ordered on October 5, 2015, by the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana.

I was immediately attacked in retaliation. I have been under retaliatory color-of-law attacks since the $20.8 billion fine was ordered.

One of the Snakes who attacked me was the Director of the USDOE National Energy Technology Laboratory, Dr. Grace Bochenek.  She spent most of her career developing advanced weapons for the US Army.

ABOUT MY LITTLE BROTHER’S FEDERAL SERVICE

For his education in the sciences, Doug earned a Pharmacy Degree and a Medical Degree from WVU, and a Master of Science in Hospital Administration from Duke University.  He entered federal service for our country with the National Institutes of Health’s Heart, Lung and Blood Institute in Bethesda, then served with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta.  In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) program. To implement the PEPFAR program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

Doug is now the Associate Director of the
US Food and Drug Administration’s
Office of Global Policy and Strategy.

The FDA is the largest and most powerful regulatory agency in the world.

For my education in the sciences, I earned Bachelor of Science and Master of Science Degrees in Mechanical Engineering from WVU.  In 1986, I entered federal service with the US Department of Energy’s Pittsburgh Energy Technology Center. In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ) an imaging technology to visualize and measure the flow of organic and inorganic particles through power plants, and the flow of blood cells in artificial hearts and lungs.    

My US Patent 5,333,044 was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs.
