For his education in the sciences, Doug earned a Pharmacy Degree from WVU, a Medical Degree from WVU, then a Master of Hospital Administration Degree from Duke University. He entered federal service with the National Institutes of Health, Heart, Lung, and Blood Institute, then joined the Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta. In 2003, Doug helped Dr. Anthony Fauci start President George W. Bush’s Emergency Plan for AIDS Relief (PEPFAR) Program. PEPFAR is the largest funding commitment ($110 billion) by any nation in the world to address a single disease. To implement the PEPFAR Program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS. The PEPFAR program has now saved 25 million lives. After 27 years of federal service, Doug retired in 2024 as the Associate Director of the US Food and Drug Administration’s Office of Global Policy and Strategy.

On August 7, 1998, Al Quida suicide bombers on orders from Osama bin Laden, simultaneously blew up two US Embassies, one in Dar as Salam Tanzania and one in Nairobi Kenya. Over 200 were killed and 5000 wounded. When the new US Embassy in Nairobi opened on March 3, 2003, Doug was appointed as the US Embassy Health Attache. During the COVID-19 epidemic, Doug served as the US Embassy COVID-19 Coordinator. My father, Dr. Dallas B. Shaffer, was an honorable US Army Veteran who served on foreign soil (Guam and Korea), a Professor of US History and Political Science, Chair of the Social Sciences Department at Potomac State College, and an Episcopal Priest. For ten years he was the Campaign Manager and Senior Advisor for Attorney Congressman Harley O. Staggers Jr. when he was a member of the House Judiciary Committee and the House Committee for Veterans Affairs.

ABOUT MY MOTHER’S SERVICE FOR WEST VIRGINIA AND OUR COUNTRY
My mother, Jennie M. Shaffer, was a WV coal miner’s daughter. She was raised in Morgantown, WV. After her father finished sixth grade, he worked full-time in the Humphrey coal mines near Morgantown, WV, for the rest of his life. Mom was a high school teacher, Vice President of the West Virginia Education Association (WVEA), and a civil rights activist. In 1990, she and Kyetta Meadows, the President of the WVEA, ordered twenty thousand K-12 teachers to walk in solidarity out of their classrooms and into the streets to shut down the WV state school system with an “illegal” strike. WV teachers were the lowest paid in the United States. After 11 days in the streets, WV teachers returned to their classrooms with a 15% pay raise. The photo above shows my mother on the steps of the West Virginia State Capitol during the WV Teachers Strike of 1990. She is leading 5000 teachers in Pete Seeger’s song “This Land is Your Land” .

ABOUT MY FEDERAL SERVICE FOR OUR COUNTRY

For my education in the sciences, I earned a Bachelor of Science Degree and a Master of Science Degree in Mechanical Engineering from WVU. On August 6, 1986, I entered federal service with the US Department of Energy’s Pittsburgh Energy Technology Center. In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ), a flow imaging technology to see and measure the flow of inorganic particles through power plants and the flow of blood cells in artificial hearts and lungs. My US Patent 5,333,044 was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs. |

US Navy Chaplain Captain Richard Black. He was my father-in-law and mentor for ten years. He volunteered for three tours in Vietnam. He went in on the vanguard with US Marines carrying an M16. When a Marine was wounded, he put down his M16 and became a US Navy Chaplain. He pulled an ecumenical book of prayers from the pocket over his heart and told the Marine whatever he needed to hear. For his second tour he was in Con Thein the full year of 1967 during some of the fiercest fighting in Vietnam. In one year, 1419 US Marines were killed and 9000 wounded. Con Thein means “the hill of angels. Marines called Con Thien “HELL ON THE HILL OF ANGLES” |

US Air Force Pilot Joe Kittinger was one of Chaplain Black’s best friends. Kittinger was a Prisoner of War in Vietnam in a cell at the infamous Hanoi Hilton. In the next cell was POW US Navy Pilot John McCain. I was there. Afterwards POW Joe Kittinger and four other Vietnam POWs went to Captain Black’s house. I sat with them in the living room. I knew what was coming. They were going to swear to lynch Jane Fonda. She must have good security. |

ABOUT MY BIOENGINEERING WORK WITH LIEUTENANT COLONEL DR. BRACK HATTLER, MD, PHD BATTLEFIELD SURGEON IN VIETNAM Lieutenant Colonel Dr. Hattler was my colleague and friend for 20 years. “Dr. Brack G. Hattler took patients for whom other doctors had given up all hope. In one case, he gave a woman a double lung transplant, then danced the tango with her months later.” Pittsburgh Post Gazette |

Dr. Hattler earned an undergraduate degree in French from Duke University, then a medical degree from Cornell University. He then earned a PhD in microbiology and immunology from Duke, while serving as Chief Resident in Cardiac Surgery. He served as a battlefield surgeon in Vietnam. When he returned home, he served as the Chief of Organ Transplant Services at the Walter Reed National Military Medical Center. In Vietnam Dr. Hattler watched helplessly as US soldiers suffocated because their lungs had been damaged by chemicals of war. This inspired Dr. Hattler to invent the Hattler Respiratory Support Catheter. It can be quickly inserted to temporarily function as a lung. |

Lieutenant Colonel Hattler explained to me why he was developing his Respiratory Support Catheter. He asked me if I could help. We got to work right there on the spot. For the next couple hours we made a plan for the development of the Hattler Respiratory Support Catheter in my DOE lab. The next day Dr. Borovetz’s PhD student Laura Lund arrived to start work in my lab. Dr. Hattler and his team worked together with me and the DOE staff in my Particle Flow Research Lab at the DOE Pittsburgh Energy Technology Center. At the Camp David Peace Accords, the President of Egypt Anwar Sadat and the Prime Minister of Israel Menachem Begin signed the first formal peace treaty between Israel and an Arab state. That peace treaty ended the OPEC Oil Embargo which ended the United States’ Energy Crisis of the 1970’s (1973-1978). This inspired me to become an engineer, then to serve our country with the United States Department of Energy. I had the full behind-the-scenes support of these two friends from “The Friendliest Town in the USA,” Keyser, WV, population 4000. |

MY CAREER GOAL: TO INVENT A WAY TO SEE AND MEASURE INDVIDUAL PARTICLE BEHAVIOR IN THE DENSE PARTICLE FLOWS OF CIRCULATING FLUIDIZED BEDS From 1984 through 1986, the subject of my research for my Master of Science Degree in Mechanical Engineering at WVU was to develop instrumentation to measure the flowrate of particles in the risers of Circulating Fluidized Beds. I did this research at the National Science Foundation WVU Fluid-Particle and Fluidization Research Center in Morgantown. When I graduated in 1986, I had job offers from both the DOE Morgantown Energy Technology Center and the DOE Pittsburgh Energy Technology Center. Through my research I’d learned that Dr. George Klinzing at the University of Pittsburgh was the world’s leading expert in measuring dense particle flows in pneumatic conveying lines. The riser of a CFB is a dense particle in a pneumatic conveying line. So I chose the DOE Pittsburgh Energy Technology Center for one reason: I wanted to work with Dr. George Klinzing.
For ten years, from 1987 to 1997, I had the largest, best equipped, best staffed laboratory in the world for the study of multiphase flows. It was the Particle Flow Analysis Facility located in the “High Bay” of Building 94 at the DOE Pittsburgh Energy Technology Center. The main goal of my research in my DOE lab, was to develop a high-speed imaging technology to see and measure individual particle behavior inside the dense flow fields of Circulating Fluidized Beds. |

Two weeks later the attacks began to remove me from federal service, discredit me and silence me. I was attacked at the Pittsburgh site of the DOE NETL from February 3, 2017 through July 9, 2018. They were using a social technology psychologists refer to as Weaponized Workplace Mobbing. Trump wanted to give the technology I invented to The Saudi Royal Family. He was going to remove the protection of the US Patent & Trademark Office from the technology I invented and protected with US Patent 8,391,552. He was going to have my name as the inventor replaced with the names, Dr. Ronald W. Breault and Justin Weber. Those frauds would replace my name with theirs as the inventor. They wanted to help Trump steal my life’s work so he could, then give it for free to the murderer of a Washington Post journalist. |

On March 20, 2018, Saudi Crown Prince Mohammed bin Salman Al Saud (MBS), de facto leader of The Kingdom of Saudi Arabia, and the murderer of a Washington Post journalist Jamal Kashoggi, met in The Oval Office with convicted felon Donald Trump, a Vietnam draft dodger. Six months later, on October 2, 2018, MBS had Washington Post journalist Jamal Kashoggi murdered in the Saudi Consulate in Istanbul, Turkey. His body was chopped into small pieces and flushed down a sewer drain. Why? Because MBS did not like words Kashoggi wrote in the Washington Post. This is the investigative finding of the CIA. |

She is now the first woman to serve as the President of the National Academy of Sciences (NAS). Those funds went to the fifty million people of five Gulf states to recover and rebuild from the damage done by British Petroleum. MY US PATENT 8,391,552 AND THE DEEPWATER HORIZON The technology of my US Patent 8,391,552 was a critically important tool I used. On April 22, 2010, two days after the DWH rig exploded, I asked DOE Patent Attorney Jay Potts to submit the patent application, under the watchful eye of DOE Attorney James T. Lucas, the DOE Deputy Director of Intellectual Property and Business Transactions and former General Counsel of the DOE. We were prepared to give the US taxpayers the recognition they deserve for funding the development of US Patent 8,391,552 and return some of their hard earned money to them.
For three years, 2009, 2010, and 2011, I presented my work te independent experts at Merit Reviews. They reviewed my application of the technology of my US Patent 8,391,552 to petrochemical processing reactors and found it to be “a huge breakthrough” and “something the petrochemical industry had sought for 50 years.” The breakthrough was that I invented technologies to see and measure particle flows inside petrochemical processing reactors. These reactors convert crude oil into consumer end-products like gasoline, diesel fuel and plastics. The annual profits of the petrochemical processing industry is around one trillion dollars |

Anthony was a devout Roman Catholic. On January 8, 2014, Anthony commited suicide in a barren woodland near the Pittsburgh site of the DOE NETL. NETL Chief Counsel Susan E. Malie, Dr. Ronald W. Breault, Magistrate Ronald Arnoni, and Allegheny County Solicitor Luke C. Kelly and the subordinates under their control did the same thing to me. After 41 months of their attacks I tried to end my life on April 7, 2019. I was in the ICU and hospital for five days. I barely survived. |
