Saudi Crown Prince Mohammed bin Salman Al Saud (MBS) meeting with Donald Trump in The Oval Office on March 20, 2018.   On October 2, 2018, MBS had Washington Post reporter Jamal Kashoggi chopped into small pieces and flushed down a drain in the Saudi Consulate in Istanbul, Turkey. My father, Reverend Dr. Dallas B. Shaffer, was an honorable US Army veteran who served on foreign soil; a Professor of US History and Political Science; campaign manager and senior advisor to Attorney Congressman Harley O. Staggers Jr on how the House Judiciary Committee should interact with the Supreme Court; and an Episcopal Priest. My mother, Jennie M. Shaffer, née Lininger, was a high school teacher, a civil rights activist, and Vice President of the West Virginia Education Association.

Both of my parents were children of coal miners in West Virginia. All of the men in my family served in the US military, then returned home to work in the coal mines of WV.

Except for my father. He joined the US Army and served in Guam and Korea. When he returned home, he used his GI Bill to get a Degree in History from the University of Richmond.  He then earned a PhD in US History from West Virginia University.

He was the 9 ^th of 15 children of an Irish railroad worker. His most important legislation was the Staggers Rail Act of 1981. It deregulated and saved the railroad industry of the United States.

In 1967, Congressman Staggers Sr read my father’s papers. He immediately had my father hired as a Professor of Political Science and Chair of the Social Sciences at Potomac State College in Keyser. 

Every prayer I heard my father say in my life ended with this

“and let us always be mindful of the poor”

During the Great Depression his family in WV often went without food.

Our parents raised me and my little brother to get as much education in the sciences as we could, then to serve our country as federal employees.

ABOUT MY BROTHER’S FEDERAL SERVICE FOR THE POOR

For his education in the sciences, Doug earned a Pharmacy Degree and a Medical Degree from WVU, thena Master’s Degree in Hospital Administration from Duke University.  He served as a federal employee with the US Department of Health and Human Services, Center for Disease Control (CDC) in Atlanta. 

In 2003, he helped Dr. Anthony Fauci start the President’s Emergency Plan for AIDS Relief (PEPFAR) Program. To implement the PEPFAR program, Doug lived in Kenya and Rwanda for 20 years with some of the poorest people in the world suffering from HIV/AIDS.

The PEPFAR program has now saved 25 million lives.

In 2024, after 27 years of federal service, Doug retired as the Associate Director of the US Food and Drug Administration’s Office of Global Policy and Strategy. The FDA is the largest and most powerful regulatory agency in the world.

Our family was close with, and worked closely with, Congressman Harley O. Staggers Sr and his son Attorney Congressman Harley O. Staggers Jr.

For my education in the sciences, I earned Bachelor of Science and Master of Science Degrees in Mechanical Engineering from WVU.  In 1986, I entered federal service with the US Department of Energy’s Pittsburgh Energy Technology Center. In 1990, I invented, and in 1994 patented ( US Patent 5,333,044 “Fluorescent Image Tracking Velocimetry” ) an imaging technology to visualize and measure the flow of organic and inorganic particles through power plants, and the flow of blood cells in artificial hearts and lungs.    

My US Patent 5,333,044 was made possible by my access to nuclear weapons technologies from the US’s and UK’s premier nuclear weapons labs.

I was on the lead team responding to the Deepwater Horizon oil leak crisis: the Plume Team of the Flow Rate Technical Group of the National Incident Command .  Our team was led by Dr. Marcia McNutt.  At that time, she was the first woman to serve as the Director of the US Geological Survey since it was founded in 1879.  She is now the first woman to serve as the President of the National Academy of Sciences (NAS). The NAS was founded by Abraham Lincoln in 1863 to serve as pro bono “Advisers to the Nation” on all scientific matters

THE ATTACKS

The $20.8 billion fine was ordered on October 5, 2015, by the Honorable US District Court Judge Carl J. Barbier for the Eastern District of Louisiana.

It is the largest single fine of a single entity in US history.

Those funds went to the 50 million people of 5 Gulf States
to rebuild and recover from the damage done by British Petroleum.

I played an important role in causing the $20.8 billion fine.

I was immediately attacked in retaliation.

I have been under color-of-law attacks since the $20.8 billion fine was ordered.

The attacks were

(1) in retaliation for causing the $20.8 billion fine, and

(2) to silence me while the NETL disguised my US Patent 8,391,552 as a non-patented “open” source technology so the Saudi Royal Family could use it for free

When Trump took office on January 20, 2017, his first foreign visit was to the Saudi Royal Family.  Trump gave the technology I invented and protected with United States Patent 8,391,552 as a free gift to the Saudi Royal Family.

To get away with this the inventor would have to be removed from federal service and discredited.  On January 20, 2017, Trump assumed the Office of the President of the United States. On the same day he appointed NETL Director Dr. Grace Bochenek as his interim Secretary of Energy.  Two weeks later, on February 3, 2017, the attacks began to remove me from federal service and discredit me.

After 17 months of attacks at the NETL, on July 9, 2018, I was forced to flee the NETL to protect my life.  The same month, Dr. Tingwen Li and other NETL contractor employees were hired by Saudi Arabia Basic Industries Corporation (SABIC) to implement the technology of 8,391,552 to improve the performance of their petrochemical processing facilities.  I can find no contractual agreement governing the transfer of technology from the NETL to SABIC.

After I fled from the NETL, to discredit me, NETL Chief Counsel Susan E. Malie  designated me as a State Terrorist (another of her despicable lies) and banned me from ever again associating my name with the DOE.

The NETL then tried to discredit my work and my US Patent 8,391,552 by having NETL federal employees Dr. Ronald W. Breault, Justin Weber, Dr. Bill Rogers, and others, give presentations and publish journal papers claiming that the technology of 8,391,552 was not unique and that it was no better than a host of other technologies.  This is not true and they know it.

Breault and Rogers funded my work and watched me develop 8,391,552.

After fleeing from the NETL, I was subjected to ten years of color-of-attacks by Allegheny County Solicitor Luke C. Kelly, common pleas Judges, and other lawyers in Pittsburgh.  Solicitor Kelly tried to cause my death and make it appear to be by natural causes so his client, my ex-wife Dr. Nancy J. Shaffer, would gain control of my US Patent 8,391,552 and the royalties it produced.  She was my sole beneficiary.

They sought the same thing sought by the Saudi Royal Family.

On April 7, 2019, I tried to end my life to escape The Attacks by the Snakes in retaliation for causing BP to be fined $20.8 billion and in the theft of my intellectual property. I was in the ICU and hospital for five days.

After the Snakes forced me to flee from the NETL to protect my life, they stole from me, under color of law, almost everything I earned in 32 years of federal service for our country, I was homeless for several years.

I struggle everyday with the PTSD they caused.
